Shared Service Study Complete

Thanks to a state SHARE grant the Warren-Morris Council of Governments has completed a shared service study and developed this website at no cost to the participating municipalities. The study, conducted by Patriot Consulting, identified over 70 areas for potential shared services which at least two of the CoGs eight municipalities were interested in pursuing.

The two areas every municipality was interested in were Records Management and Telecommunications. The CoG is already pursuing potential means to improve members' records management. Washington Borough has taken the lead in pursuing a needs assessment for member municipalities.


The needs assessment is the first step towards inclusion in county efforts to obtain PARIS grant funding for electronic records management. A meeting between municipal clerks (or other officials) and a representative of the county is being arranged. Interested municipalities (not limited to members of the CoG) can contact Washington Borough Clerk Kristine Blanchard.

The group will also be exploring ways to share any continuing expenses for electronic records management.
